are you sure that the throttle gas doesn't keep open the throttle valve???
other problems could be:

- the minimum screw(normally right side with a visible spring on its thread) this keep the minimum rpm high... try to unscrew it

- a carburation problem... maybe the minimum jet is too small...

- somewhere in the engine the sealing is not good (is the last option usually when is so the effect is not so strong..)
